GENERAL DESCRIPTION:

This is a professional managerial position with the responsibility for planning and administering the daily operation of the Valuations Department.  Supervision is received from the Chief Deputy Property Appraiser.

ESSENTIAL JOB FUNCTIONS:
  1. Plan, organize, coordinate, and, direct the activities of the appraisal and assessment of real property countywide including periodic analysis of readily available data, quality control on model calibration, and review of other related pertinent data.
  2. Carry out management responsibilities for staff in accordance with office policies, procedures, and applicable laws including interviewing, hiring and training, planning, assigning and directing work.
  3. Develop and implement sound administrative procedures for the conduct of all departmental functions.
  4. Develop and implement sound training programs for new and existing employees to maintain a highly trained and efficient staff.  Implement effective performance evaluations on immediate subordinate staff.
  5. Represent the office in Value Adjustment Board proceedings or court proceedings.  Maintain court case files, confer with legal counsel when necessary and represent the office when possible in giving testimony in court hearings and all related matters.
  6. Establish efficient and effective methodologies to maintain valuation processes and timely inspection programs.
  7. Establish timetables for the completion of specific valuation and procedural tasks.
  8. Maintain current knowledge of industry, regulatory, and legislative developments affecting property appraisal to ensure proper application of department policies and procedures.
  9. Assist in the matters of mutual interest with other departments within the office as necessary.
  10. Correspond with the public and other agencies concerning appraisal matters.  Attend and participate in meetings relating to property valuation involving the public and elected and appointed officials
  11. Develop and recommend the annual budget for the department.

QUALIFICATIONS

KNOWLEDGE, SKILLS AND ABILITIES:
  • General knowledge of modern principles, practices, and procedures of real property assessment and existing Florida property tax laws.
  • Thorough knowledge of CAMA systems pertaining to assessment and valuation of real property. Ability to provide input and assistance concerning the design, implementation, and maintenance of all new mass appraisal systems, including staff and training, design and control of  reporting formats.
  • Thorough knowledge of statistical applications used in assessment administration.
  • Ability to plan, assign and review the work of groups of employees engaged in field and office assessment work.
  • Ability to effectively promote and maintain positive public relations.
  • Ability to interpret and explain statutory rules and regulations.
  • Ability to analyze facts concisely, orally and in writing.
  • Ability to express one’s self clearly and concisely, orally and in writing.
EDUCATION AND EXPERIENCE:
  • Graduate from an accredited four-year college or university with a Bachelor’s Degree in Real Estate, Management or a related field.
  • At least ten (10) years of progressively knowledgeable and skilled experience in property appraisal and assessment functions, the majority of which shall have been in a managerial or advisory capacity.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
  1. Possession of a valid Florida Driver License.
  2. Two (2) of the following designations are required:
  • C.F.E. – CERTIFIED FLORIDA EVALUATOR
  • C.A.E. – CERTIFIED ASSESSMENT EVALUATOR
  • A.S.A. – ACCREDITED SENIOR APPRAISER
  • M.A.I. – MEMBER OF THE APPRAISAL INSTITUTE
  • FLORIDA STATE CERTIFIED GENERAL APPRAISER
ESSENTIAL PHYSICAL SKILLS:

- Acceptable eyesight (with or without correction)
- Acceptable hearing (with or without hearing aid)
- Ability to communicate both orally and in writing
- Ability to access, input and retrieve information from a computer
- Ability to operate a motor vehicle

ENVIRONMENTAL CONDITIONS:

- Most work will be performed within an office environment
- Some work may involve outside field investigations that may require exposure to various
weather conditions
