JOB SUMMARY
This is a senior-level management position under the direction of the Chief Deputy Property Appraiser. This position provides supervision and participation in the work of a staff of professionals engaged in applying cost, income, and sale comparison approaches of value to all types of vacant and improved properties.
ESSENTIAL JOB FUNCTIONS
- Plans, organizes and directs the activities and programs of the department.
- Acts as the Subject Matter Expert (SME) for department staff and provides specialized assistance to customers.
- Plans, supervises and evaluates the work and professional development of department managers and staff.
- Applies sound administrative decision-making and policy interpretation, application and implementation supporting the BCPAO’s core values and goals.
- Supports and works with Tax Roll Manger to produce the state mandated tax rolls.
- Maintains in-depth knowledge of legislation and policy developments affecting the BCPAO. Interprets, applies and publishes updates to the department and staff.
- Improves and maintains the integrity of the current MRA models and develops new models for use in determining the sales comparison approach to valuation.
- Aids in the development and maintenance of the integrity of the cost approach to value.
- Analyzes, reviews, and interprets sales ratios and completes complex statistical analysis using multiple regression analysis to improve tax roll equity.
- Oversees the preparation of VAB cases for hearings and represents the BCPAO at VAB hearings.
- Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
- Bachelor’s Degree or higher in a related field such as Business Management, Public Administration, Real Estate or Finance, and five (5) years of supervisory experience in real estate appraisal, or equivalent combination of education and experience.
- Successful completion of courses in the Mass Appraisal of Commercial and Residential Properties.
- Certified Florida Evaluator (CFE) designation
- Possession of, or candidacy in good standing of, one of the following designations:
- CAE – Certified Assessment Evaluator (IAAO)
- MAI – Member of the Appraisal Institute (AI)
- Certified General Real Estate Appraiser (Florida)
- Exercise of discretion and judgment utilizing advanced knowledge in the field of real estate appraisal.
- Valid Florida Driver's License
PHYSICAL DEMANDS
While performing the functions of this job, the employee is continuously required to stand, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; frequently required to walk; and the employee must occasionally lift and/or move up to 50 pounds, regularly lift and/or move up to 25 pounds, continuously lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.
SUPERVISORY RESPONSIBILITIES
Supervises 8-15 non-supervisory employees. Departments supervised by this position include Information Services and Systems Administration. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
LEADERSHIP
Employees in this position oversee, plan and implement major programs and services for the organization. They report on their progress to the organization’s executive team.
