JOB SUMMARY
This is a senior management position under the general direction of the Chief Deputy. This position provides the supervision and participation in the work of a staff of technical and administrative professionals engaged in the development and maintenance of the BCPAO’s geospatial database. This position also provides the establishment and maintenance protocols for the sharing of BCPAO data across the organization, internally and externally. This is a face-to-face, non-remote position.
ESSENTIAL JOB FUNCTIONS
- Plans, organizes and directs the activities and programs of the department.
- Plans, supervises and evaluates the work and development of department staff.
- Applies sound administrative decision-making and policy interpretation, application and implementation supporting the BCPAO's core values and goals.
- Acts as the Subject Matter Expert (SME) for department staff and provides specialized assistance to customers.
- Performs quality control and quality assurance functions in order to meet or exceed state statutes and technical specifications.
- Maintains in-depth knowledge of legislation and policy developments affecting the BCPAO. Interprets, applies and publishes updates to the department and staff.
- Occasionally performs highly complex cadastral work, including specialized property transaction research and analyses, in support of the development and maintenance of the Property Appraiser's official assessment maps and tax roll.
- Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
- Bachelor’s degree in geography, geographic information sciences, land surveying, geomatics or a related field from an accredited college or university.
- Seven (7) years of related experience and/or training in GIS, cadastral mapping, or similar position with professional-level experience in the development, implementation, and administration of geographic information systems.
- Four (4) years of related management experience; or equivalent combination of education and experience.
- One or more of the following designations is required as of the date of hire:
- Certified Cadastralist of Florida (CCF)
- Certified Cadastral Mapper (CCM)
- Certified Master Cadastralist of Florida (MCF)
- Certified Geographic Information Systems Professional (GISP).
- Knowledge of ESRI, ArcGIS software and systems.
- Knowledge of real estate transfers, legal descriptions, and cadastral mapping.
- Knowledge and understanding of business processes.
- Ability to manage spatial databases, scripting and working knowledge of Microsoft Access.
- Valid Florida driver's license.
PHYSICAL DEMANDS
While performing the functions of this job, the employee is continuously required to stand, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; frequently required to walk; and the employee must occasionally lift and/or move up to 50 pounds, regularly lift and/or move up to 25 pounds, continuously lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.
SUPERVISORY RESPONSIBILITIES
Supervises 8-15 non-supervisory employees. Departments supervised by this position include GIS & Cadastral Services. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
