JOB SUMMARY
This position is an entry-level technical trainee position under the immediate direction of the Director of Tangible Personal Property (TPP). This position assists with the valuation of tangible personal property for assessment purposes using industry standard methods, with significant supervision.
ESSENTIAL JOB FUNCTIONS
- Under supervision, assists appraisers in analyzing completed Tangible Tax Return DR-405 forms using Department of Revenue guidelines to determine asset classification, depreciation assignment, and necessary obsolescence using the cost approach for each assigned account.
- Collects data from various sources (including Department of Corporations, Brevard County Tax Collector, EagleView imagery) to draw conclusions and implement changes in relation to new or closed businesses.
- Determines qualifications and grants exemptions for businesses.
- Assists in entering completed data into CAMA system including Return data and updating accounts with location, name, or other changes and exemptions.
- Assists in performing on-site field inspections to collect data including type of business, assets to be assessed, and the asset’s age and value. Documents inspection with notes and photos.
- Assists in communicating with CPAs, business owners, and/or their representatives regarding assessment methods and procedures in the determination of their value. Assists with completion of DR-405 forms. Also provides requested workpapers to business owners and/or their representatives ensuring proper authorization has been given for release of confidential information.
- Assists with solving potential value problems during Truth in Millage (TRIM) and Value Adjustment Board (VAB) periods. Also assists in preparation of supporting BCPAO data for VAB petition evidence packets and represents the BCPAO at VAB petition hearings.
- Assists with creating new accounts, inactivating accounts, performing E&Is, and creating arrears accounts following state statutes, rules, and guidelines.
- In the event of a natural disaster such as hurricane, tornado, or fire; participates in damage assessment of businesses and/or their assets by performing field inspection and analysis, communication with business owner, and by applying applicable obsolescence.
- Processes department mail, receives Business Tax Receipts from Tax Collector, and prints daily edit sheets to proof.
- Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
- High school diploma/GED.
- Specialized schooling and/or experience in tangible personal property evaluation or assessment, accounting, auditing, or other personal property experience.
- Certified Florida Evaluator (CFE) designation is required, or the ability to obtain within two (2) years.
- Ability to communicate clearly, concisely, and accurately, orally and in writing.
- Valid Florida driver's license.
- Proficiency in Microsoft Office applications, specifically Word, Excel and Outlook.
