GENERAL DESCRIPTION OF POSITION

Under the general direction of the Department's Director, performs highly complex cadastral work for the development and maintenance of the Property Appraiser’s official assessment maps. This position includes additional support responsibilities and a higher degree of experience, knowledge, skills and abilities which are needed to successfully resolve complex mapping issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Conducts research, validates and compiles all pertinent data from the Brevard County public record pursuant to recorded legal instruments as well as from discovered/submitted unrecorded legal instruments in order to maintain or create the Property Appraiser’s official assessment maps.
  • Maintains and/or creates the official assessment maps and supporting associative maps through the utilization of coordinate geometry (COGO) software, manual drafting techniques and the computer aided mass appraisal (CAMA) system.
  • Provides on-the-job training and guidance to Department staff as well as assistance to all PAO staff, the public, the private sector, and various governmental agencies with complex property issues involving parcel identification, configuration and delineation as it relates to the accuracy of the of the official assessment maps.
  • Troubleshoots and provides applicable notification when errors are discovered within legal instruments in an effort to resolve and avoid transferring such errors into the maps.
  • Provides assistance with map and data sales, performs custom research, creates custom maps or exhibits, and assists with the development of coordinate geometry (Cogo) software customization and map analytics as needed.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE
  • Two year college degree/certification or equivalent experience resulting in broad knowledge of a field related to the job, such as geography, GIS, engineering, manual and digital drafting, boundary survey, geomatics, etc., plus 4 years related experience and/or training, or equivalent combination of education and experience.
  • Thorough knowledge and/or experience in the following is required: cadastral mapping and the methods, practices and instruments utilized in said discipline; geographic information systems, the concept and application; Public Land Survey System (PLSS); Property Appraiser’s assessment maps, records and archives; mathematics utilized in cadastral mapping; property descriptions and legal instruments; language and terminology used by surveyors to describe property boundaries; the use and application of computer aided drafting software, in particular ESRI products and associated operating systems utilized to create and update the Property Appraiser’s official maps; the use of computer aided mass appraisal software for inquiry; federal, state and local data resources.
  • Florida driver's license.
  • One or more of the following designations is preferred at hire: Certified Cadastralist of Florida (CCF), Certified Cadastral Mapper (CCM), Certified Master Cadastralist of Florida (MCF), and Certified Geographic Information Systems Professional (GISP). If not in possession at hire, successful completion of the Certified Cadastralist of Florida (CCF) training program and receipt of the CCF designation is required within a reasonable period.
  • A comparable amount of training, education or experience can be substituted for the minimum qualifications.
